Semara Williams, 24, of Vancouver was cited for driving with her wheels off of the roadway after a one-car crash that took place yesterday afternoon on SR 503, about four miles east of Woodland. Around 4:30 pm, Williams apparently failed to make a curve, went off the highway and crashed into a tree. Williams was taken to Vancouver for treatment.

One of the men involved in last October’s kidnapping and torture of a woman near Woodland is now in the Cowlitz County Jail, awaiting prosecution on several felony counts. It’s alleged that Brandt Lyle Jensen, 41, of Battle Ground and Donald McElfish, 62, of Woodland had kidnapped the woman, stripped her naked, bound her and beat her in early October of last year. The victim was able to escape and eventually got help. Jensen has an extensive criminal background, and had been serving a prison sentence in Shelton prior to yesterday’s transfer to Kelso.

A 35 year-old woman is now undergoing mental health treatment at St. John Medical Center, after a neighbor reported that she was sitting naked on her porch, and had set a fire in her apartment. The naked woman also said that there was a “bomb” in the apartment. The neighbor reports that the woman has set fires in the apartment before; authorities also report that she has an extensive history of mental issues. The woman was taken into protective custody without incident.

David Andrew James, 18, of Longview, Dylan Andrew Groves, 18, of Kelso and a 17 year-old boy from Kelso are under arrest on felony vandalism charges, after the trio was reported to have been involved in a vandalism spree in Kelso. They were arrested early Saturday morning, and then supposedly admitted to vandalizing more than two dozen separate properties. All three were booked into custody; James and Groves have both posted bail.

The public hearing on the proposed five-dollar hike in power rates should be wrapped up today, at this afternoon’s regular meeting of the Cowlitz PUD Commission. The rate hike comes as a result of the recommendation of the Electric Rates Advisory Committee, as part of the push to equalize the rate structure across all classes of ratepayers. Today’s meeting starts at 2 pm in the John Searing Auditorium at the Cowlitz PUD Building in Longview.

Lois Shelton plans to step down at the end of this week, after 28 years of work at the Help Food Warehouse in Longview. Today’s Daily News has the full story on Shelton’s career at Lower Columbia CAP, but she’s not going completely away. It’s reported that Shelton has already signed on as a volunteer for the upcoming Harvest Run fundraiser.

Jason John Richards, 29, of Blythe, California is under arrest on a DUI charge, after a crash that took place last night in downtown Kalama. Around 11:45 pm, it was reported that a car had crashed into a building in the 100 block of North 1st in Kalama, and that the driver had run into some nearby apartments. Kalama Police and Sheriff’s Deputies responded, eventually contacting the building owner. Richards was eventually tracked down and was identified as the driver. He’s now being held in the Cowlitz County Jail on bail of a thousand dollars, while the car he was driving was towed and impounded. Authorities haven’t said yet how much damage was done in the collision.

A citation for excessive speed is being presented to Placido Figueroa-Godinez, 37, of Lynnwood, after the motorcycle he was riding crashed into another bike yesterday afternoon on the Spirit Lake Memorial Highway. Around 1:30 pm, Figueroa-Godinez and Manuel Castro, 22, of Tacoma were westbound, with Castro in the lead. As Castro attempted to turn onto State Route 505, Figueroa-Godinez was going too fast, and couldn’t avoid crashing into Castro’s bike. Castro was injured in the collision, and is currently listed in stable condition at St. John Medical Center. Figueroa-Godinez was cited and released.

Longview Police are looking into a stolen car incident from last night, where the stolen vehicle was apparently taken to Gerhart Gardens Park, then was set on fire. Drivers on Tennant Way reported seeing a fire near the playground in the park at about 11:40 last night; officers arrived and found a fully-involved car fire. Longview Fire also responded and got the fire put out. When officers contacted the registered owner, he said that his granddaughter was supposed to have the vehicle. Police are still working to figure out how the car ended up where it did, along with who might have set it on fire.
